Genital warts?: The description you gave seems like genital warts. These warts could be infectious due to certain viruses, recommend to have physical examination and have workup for any stds. If it is purely warts , then topical application of tcas or podofyllin will be helpful, or laser removal. Before that needs physical examination by physician.

Benign...: Without a direct look, it's hard to confirm its entity. But, the described condition most likely is benign with no need for active treatment; it may be just overactive sebaceous glands. To ease itch, you may try applying thin 1% Hydrocortisone cream daily off and on, and avoid any undue chemical and physical irritation such as overuse of topical skin soothing cream, soap, and compulsive washing.
