Could be fungus: That is the most common culprit in that area or it could be the fourth toe and fifth toe rubbing against each other, sometime there may be a corn on either toe. If you see any peeling its likely fungus, or a crack in the web. So apply antifungal if its the latter put cotton in between the two toes to avoid them hitting each other.
