Highly likely he is: although you diagnose alcohol problems not strictly by how much someone is drinking and more by how much harm it is doing to their life, nobody can drink 30 beers in the course of a drinking episode without being HIGHLY tolerant to alcohol (it is equivalent to 1 1/2 liters of vodka). Anyone who tolerates that has to be LOTS drinking daily or close to it, and likely has the associated problems.
