It is more likely: Hemophilia mostly affects men. It is rare but not impossible for a female to have hemophilia. Hemophilia is a sex-linked recessive disorder: the trait is carried on the x chromosome which a female has two of and a male only has one. This means a female would have to inherit two copies of the hemophilia gene to have the disorder. A male only has to inherit one copy.

No.: As previously mentioned, a homozygous female would be symptomatic. However, 10% of women who are carriers can also be symptomatic because of a phenomenon known as x-chromosome inactivation. Factor levels in these people can be reduced low enough that they have symptoms (though not as bad a severely affected males).
