Cancer: No but as we age we develop mutations in our genes that our body normally gets rid of. However, as we age this is less effective over time. Remember that heart disease is still the number 1 killer in the us.

Yes: The consensus is the we have precancerous cells that with the right environment can be turned on to become cancerous. There are genes that called oncogenes that will to that.
