Sleep and pulse: On average pulse drops 8 percent from your normal awake pulse while you are sleeping. During sleep onset your body transitions between two different physiological states. Relaxation: The heart rate drops in sleep because the body and mind are relaxed and not active. Also, circadian rhythms lower your stress hormones and increase others to allow the body and mind time to recuperate. Heart rate can and should have low periods during the day when resting. Biofeedback, and other meditation skills can help lower the heart rate during the day as well.
