Could be virus: Could be a virus related to the stuffy nose.Sometimes they become blisters and can be quite painful to a baby. The other consideration is thrush. Do you see any white plaques on the sides of the cheek?

May be normal: It could even be normal. The tongue is covered with papillae which vary somewhat in appearance from individual to individual and from time to time.
