HCG doubling: I assume you are talking about the HCG test which should double every 2 days to document viable pregnancy. Well, first off you need to look at the level of hcg. If it's low to begin with, there may be a concern with it not being viable or it being ectopic. There may be not quite doubling of the level but close to it to document viable pregnancy. % of doubling has not been determined to play a role.
