Avoid wipes: Wipes do not necessarily "clean" your bottom and the chemicals may irritate the skin. Try a tub bath and plain dove soap. Rinse very well. Keep the area dry, use only cotton underwear. If it is itchy it may be yeast and you could try anti fungal creams. Be careful it does not look infected, it is "honey crusting" or developing areas that look pus filled, if that is the case see your doc asap.

Yeast/bacteria: Sounds like it could be irritation, but yeast or bacterial infections could cause a problem like this.
