See a doctor: It can be anything and you need to see your ob/gyn doctor, so a physical exam can be done to determine the actual cause, since your symptoms are so broad. If you feel it's an ovarian cyst, your doctor can determine whether it needs to be imaged, based on your physical, abdominal, and pelvic examination. Your history, onset of current symptoms, recurrences, and palpation will yield best results.

Could be: It is possible that it is an ovarian cyst, but you imply both sides and it is unlikely that you have an ovarian cyst on both sides at the same time. If it is an ovarian cyst, they usually resolve on there own. A warm compress, increased fluids, and Motrin or advil (ibuprofen) type analgesic will usually resolve it. If pain on both sides, need to consider infection involving both kidneys.
