Hard to tell but..: Try applying skin moisturizer immediately after bathing to see if this help since this may be from dry skin if this has been present for more than a few weeks. It this has been present for less than 10 days, it may be from a viral infection.

Too many possible: There are too many rashes that can be in those locations. You will need to see a doctor to have it diagnosed and then you can get the correct treatment.
