See below: At 7 3/7 weeks, you should see a yolk sac and a fetus with a heart beat. A pregnancy is dated from the first day of your last period. The ultrasound gestational age also makes this assumption. So yes, it includes two weeks of nothing. There are limb buds but no legs yet. It all sounds normal, assuming there was a heart beat.
