Not likely: The two common water borne parasites in the US, giardia and cryptosporidium are not susceptible to usual chlorination. Filtration with very narrow pore filters and sand filtration at water treatment plants may help.

Yes, from the water: Chlorine will kill parasites in the chlorinated water itself. You cannot drink chlorinated water and then get protection from drinking non chlorinated water from other sources.
