Yes: Every personal service in this world should cost money, because that is how we build clinics and hire people to take care of ourselves, our friends and our neighbors in the community. You should have insurance, as everyone should now that we have Obamacare. A routine pap smear and women's exam are preventive care, so you should have no payment at that visit (your premiums pay for preventive care).
