Yes with surgery: Surgical technique consists of circumferential incision through circumcision scar, if circumcised, otherwise about 1cm from coronal sulcus (groove), deepened down to buck's fascia ; skin then pealed of shaft down to base. Fibrous bands causing rotation are divided ; penis rotated till urinary opening is in the 6-o'clock position. Bleeding vessels cauterized ; skin pulled back over shaft ; sutured.
