Scalp reaction: Betaderm is a corticosteroid scalp treatment - it may be the underlying condition you are being treated for that is causing the blistering. Best to get evaluated and discuss this with your doctor.

See a doctor: You may have eczema or psoriasis or an infection or a reaction. Your doctor will diagnose and properly treat it. You may need prescription medication or drainage of the blister.
