Excess skin: Unless the hooding is part of Asian lid fold, then it is due to excess skin drooping down over the exposed eye. This can obstruct vision in part and also can be a cosmetic blemish. It is usually an aging change and not pathologic. It is dealt with by blepharoplasty surgery.
