If you inserted iv in the forearm can the cannula point towards the wrist/hand?

Possible: This would not be the typical way to insert an IV cannula since we usually insert them pointing to the central circulation not the opposite way. I suppose it is possible to do but I am not sure why someone would insert one that way.
