It depends: A scratchy throat for just a few days is usually associated with a cold and you can treat it with salt water gargles or OTC cold lozenges. A long lasting or frequently recurring scratch throat is usually due to allergy and/or blocked nose from other causes. You can try rinsing your nose with salt water (nasal saline) and OTC anti-histamines. Not better - see a physician.

Remedies: Saltwater gargles are very helpful. Mix a teaspoon of salt in 8 oz of warm water – gargle with this several times a day. You can gargle with Aloe Vera juice a couple of times per day. A mixture of chamomile tea with honey & a small amount of lemon juice is good. Pour boiling water over thinly sliced organic ginger. Steep for at least five minutes
