Not a burn, but...: The mucosa on the undersurface has a very thin epithelium / skin and putting alcohol on it is likely to be really irritating. Put the cologne on your lower abodmen instead. How about letting the smell here be that of a clean, responsible man?

It's possible: Any solution placed on the sensitive skin of the genitalia has a chance of causing chemical dermatitis or a "skin burn." This is not true of everyone
