Toddler cough: There are not really any good cough medicines for this age group that both work and don't have really icky side effects. I have found that honey is sometimes helpful, and there are a few natural cough preparations that contain honey and zinc that you can buy. Remember though, no honey under one year of age. Otherwise, sounds like you are doing what you can with humidity and rub.

Avoid aromas: Any odor can aggravate a cough in a young infant or child. I encourage paents to avoid Vicks or similar aroma products until school age, if ever. Proper fluid intake, nasal wash with saline and Robitussin are the things we can use at this age.
