It's probably ok: But how about you just get products that are totally safe? I love the environmental working group's website for finding safe products and for evaluating the safety of the ones you have. Here's the page for phenoxyethanol: http://www.Ewg.Org/skindeep/ingredient/704811/phenoxyethanol/. It says it is low to moderate in toxicity.
