True; no: Strictly speaking, pre-ejaculate is just fluid from cowper's and glands of littre and doesn't contain sperm. However some studies have shown men leak sperm into the pre-ejaculate and sperm may be present from a previous ejaculation. Generally fertility is mirrored by sperm count, but only takes one sperm to get pregnant.
