Do you think somebody with hemianopia should be allowed to drive?

Mostly no: If the hemianopia is on the left side, that is an absolute barrier to driving. If the hemianopia is on the right, driving can be done although parking is a bit dicey and there is a risk of unforeseen things happening on that side. Drving in these circumstances should be done very cautiously.
