What is herb vaporizer and what is it for?

I am not sure: What i found online is that herb vaporizers are for smoking or inhaling marijuana through a vaporizer. Vaporizers in general are steam based machines that provide vaporized hot water in tho the air with or without aromatherapy oils to improve congestion and coughing. Seems herb vaporizers are for illegal use of marijuana and maybe other herbs....
