Itis/pathos: Encephalitis is the inflammations of the brain from any cause but mostly infection. Encephalopathy is the alteration of function of the brain from any cause such as in the alteration of acid/base level as in kidney failure and the patient is confused, and you can call that metabolic encephalopathy.
