No: There are small calcium crystals inside of the inner ear located behind the eardrum called otoliths. These crystals can become dislodged, and every time you turn your head, the crystals shift causing momentary dizziness: a condition known as benign paroxysmal positional vertigo. These crystals shift with movement and can clump together but do not per se "plug" up the ear canal.
