It is possible: Burns can be painful. Usually superficial burns hurt more initially than deeper burns. When you say second degree strictly speaking I would think the pain would resolve in time. If it has been a while, and if there is residual scarring that is thickened or limiting movement that could be the issue. Healed burns are also extra sensitive to heat and sun exposure.
