Doubtful: Sounds more like "foliculitis" . May need mild oral antibiotic th clear up this mild skin infection.

See my comment: Wash area with soap get an antibacterial ointment from any drugstore apply it 2 times a day for 4-5 days it should take care of it if not seek help.
