Normal variation?: Difficult to answer without an exam. In a non-sexually active teenager, white spots or small bumps on the penile shaft are usually just prominent sebaceous glands or hair follicles which are normal. If that does not appear to be the answer and you are concerned, recommend you see your doctor.
