Nothing: Definitely not a sign of arthritis. Fat accumulation may be a lipoma - a fatty tumor which is benign and may sometimes cause discomfort due to its size and pushing the surrounding structures. Otherwise, it's not a sign of any particular disease.

See details: If it does not cause discomfort, it means nothing. It is unlikely to be a lipoma if it occurs above both knees. If there is some discomfort it could be inflammation of the suprapatellar bursa.
