Yes mostly: If the optical and retinal elements of the eye are normal, then correction to 20/20 is the usual outcome with proper eyeglass correction. 20/40 is a level of vision two lines down from "normal" meaning a line of letters large enough that a person seeing 20/20 could read that line of print 40 feet away. The prescription depends on whether you are myopic, hyperopic or astigmatic.
