Couple of ways: It could be removed with injection of an anesthetic agent then excised, or some dermatologists have cryo (freezing) devices that can sometimes be used to remove skin tags.

Remove in the office: It is common for women to have skin tags around the opening of the vagina. Most of these, if they need to be removed, can be removed in the office. This is done by cleaning the area, injecting with Lidocaine to numb the area and then removing the tissue. Sometimes a stitch needs to be placed, sometimes not. The area can take 1-2 weeks to heal.
