Yes: U can develop a new allergy at any time in ur life, whether u have used it before or not. We frequently develop allergy to things we have used, eaten, exposed to before.

Qualified yes: You can't have an allergic reaction on your fiirst exposure to a substance. From the time your body starts to make allergic antibodies it takes about 10 days to make enough to mount an allergic reaction. Products applied to the skin usually cause an eczema-like rash rather than hives. Foods rarely cause only hives without any other symptoms, e.g. Itchy lips/mouth, nausea, vomitting, cramps, etc.
