Sleep to grow: Typically girls get a growth spurt just before and during menarche (12-13) and then stop around 16 years of age. If your friend starved herself at 13 she probably had menarche ( started her periods) if so she likely can catch up simply by eating well and sleeping well ( height increases during sleep).
