See a dermatologist: Start with over the counter lamasil for 2 weeks--use as directed. This will treat any fungal component. However, this could be psoriasis, eczema, or even less likely a genetic condition. Common things being common start by treating for fungal infection. If this does not help, see a dermatologist.
