Itching: skin itches for many reasons including bacterial contamination , moisture, fungal infections, tight clothing, sweat, contact dermatitis, etc. Most genital areas itch when they get moist or hot. It is normal to have itchy skin in this area.

Antifungal creams: Most "jock-itch" is a superficial fungal infection of the skin in the groin area. If this is the case, many athlete's foot remedies will work here as well. The ones to try first are lotrimin ultra or Lamisil (terbinafine) cream. If it is because of yeast infection, use Nystatin cream.

Angiokeratomas?: If there are multiple spots that are reddish purple, they are probably angiokeratomas, harmless lesions that need no treatment unless one of them has recurrent bleeding that becomes a nuisance. They can be destroyed if needed by various methods.

Ihave small itchy purple bumps on scrotum. Is it angiokeratomas? Are they harmless?

Most likely: Angiokeratomas are benign dark red or purple papules (bumps) on the scrotum.
It may be worthwhile to have a dermatologist take a look to be certain.
