Consult urologist: Need ti retract foreskin for penile hygeine. Treatment is either prescription strength steroid cream applied twice daily to tight area of foreskin twice dauily for 4 - 12 weeks or surgery. Circumcision will kake care of problem once ; for all, or else penoplasty by dividing narrow constricting area ; closing by z-plasty or closing vertical incision horizontally. Good luck.
