Yes,but: Menses is the breakdown of previously formed endometrium. Egg release and fertilization in the distal fallopian tube can proceed over several days as new endometrium begins to grow and may be established enough to receive and implant the embryo.The timing of the egg release is a critical factor. It is much less likely around menses than mid cycle, but can occur.
