HPV : It means that you do not have any precancerous cells or precancerous changes in your cervix but the hpv virus is present. Hpv is so common and routine testing with a pap is not usually recommended until after age 30. Most young women will simply clear the virus on their own without treatment.

HPV +: It means that you have tested positive for a high risk human papilloma virus (hpv). The normal pap means that the virus has not caused any viral changes or dysplasia yet. High risk hpv is related to the development of high grade cervical lesions that should be closely followed up and treated to make sure they don't go on to develop a malignancy.
