Multiple factors: You don't mention this but certain medications can make you sun sensitive, you were also exposing your skin without sun block I presume as well. If the conditions were right you could have had greater exposure to UV rays than yo thought causing the burns. Its important to always use a physical sun block

Yes: Humans are sun creatures. We need sunlight to produce vitamin d. Of course you don't want to burn, especially if you are fair skinned. But i think the fear of the sun has gone too extreme. Avoid extreme heat however.

It is estimated that ~15% continue to have eczema into adulthood. These individuals tend to have allergies to many things, and the disease is chronic. Treatment goal is generally to control flares rather than cure.
