Laser or surgical: You probably have a vascular lesion such as an angioma or pyogenic granuloma. These can be removed scarlessly with a vascular lesion laser. If the lesion is larger, an excision will need to be done to get a biopsy and make sure it isn't a skin cancer. Go see a dermatologist.
