No: One might be very "wired" and anxious, and this could resemble agitation from mania. However, this would not be true mania because it would dissipate after the caffeine was gone from the person's system. If you know you get extremely agitated and "amped up" with caffeine, it might be wise to stay away from it.

Maybe : Caffeine intoxication can mimic mania. A difference being that the symptoms resolve following metabolism of the caffeine.
