Irritation: If the shoes rubs on the tendon it can irritate the skin and create an itching feeling.

It is possible: The overlying skin has fungus on it, or it is possible you have neuropathy... Is the skin normal color? Any signs of a scaling on the skin or discoloration? Any time of say this bothers you or position you are in standing vs sitting?
