Indirectly: Eyes are considered a part of the personality. If your eyes are blue to begin with, and you have an outgoing, warm relationship to others, they will attribute that in part to your bright blue eyes. There are contacts which can enhance eye coloration and if your eyes are red, or squinty, that will make the blue seem less obvious.
