Either, but...: 1. Eczema is rarely caused by a food allergy. Nothing wrong with trying, but it probably won't help. 2. Children over 1 year old do not need "formula". You can buy regular goat milk, almond milk, soy milk, etc. 3. Any of these are fine nutritionally as long as they are only a minor part of the diet (less that 16 ounces a day). He/she should be getting mostly regular table food.
