No: Both are decongestants and tend to raise your heart rate and blood pressure. In general, Pseudoephedrine is more potent than phenylephrine

Phenylephrine: It is safe to combine phenylephrine with Pseudoephedrine generally if you do not have high blood pressure. But, combining the two may increase your pulse, may create palpitations (sensation of heart flipping), or raise your blood pressure. Insomnia may also be associated with using the two together. They are both stimulants that shrink blood vessels.

Not recommended: They are both decongestants and have similar effects. I recommend taking the highest effective dose for you of one or the other, not both. I tend not to recommend this to people with poorly controlled high blood pressure, prostate problems, or cardiovascular disease.

Not a good idea: Both of these otc drugs usually used for nasal congestion are almost identical. They are alpha-agonists and as such increase heart rate and blood pressure as side effects. Take one or the other, not both.
