Cold forehead when it is hot outside..what does that mean?

Vasoconstriction: Generally, it means the blood vessels in this area are narrowing so less blood goes to this area , and therefore more blood goes to ares more vital when under stress from heat. Need to cool off to prevent heat exhaustion.
