Most likely normal.: Stimulation of the nipple and surrounding area can increase the firmness of the nipple. Skin irritations can also cause the area to become firm. Less likely, but important is an infection or other tumor/mass. It would be a good idea for the child to see her Pediatrician for further evaluation. It most likely is normal, but better to be cautious.

Nothing particular: Nipples can be erect or hard from a variety of causes. Stimulation from body contact, clothing or even cold can cause them to be erect. It doesn't necessarily mean anything.
