Yes: Whether you wax your eyebrows or not, as you age you most likely will develop wrinkles. Waxing bows will most likely have nothing to do with it.

Unlikely: Repeated waxing/threading of the brows is unlikely to cause wrinkles or sagging. 
Sun exposure, smoking, and genetics are much more likely to play a role in wrinkle formation. Wear sunscreen :).

Call your doctor!: Call the doctor who wrote the prescription and explain what is happening. Most wrinkle creams prescribed by dermatologists contain a retinoid (such as retin-a), and that would not cause eyebrow hairs to shed; but if you believe it is due to the cream, you need to call the person who prescribed it.

Maybe: If this is not infectious, heredity or allergy then somr type may help. This is big new  area of the cosmetic industry. It is based on shrinking swelling in the tissue chemically but it is not forever.
